Information about the PCTIA Board
The Private Career Training Institutions Agency is
governed by a ten-member Board of Directors.
Three of the members are appointed
by the Minister of Advanced Education and Labour Market Development, and
seven are institution owners and/or administrators elected by the PCTIA
member institutions. One of the Minister's appointees is a student representative
from a private career training institution, one is an officer from a public
polytechnical university, and one appointment is currently vacant.
Role of the Board
The Board's Role consists of:
- governing the affairs of the Agency in accordance with
the Act, Regulation and Bylaws;
- establishing and maintaining Bylaws as delineated in
the Act;
- setting strategic direction for the Agency;
- holding management accountable for defined performance
results;
- ensuring effective use of budget and resources made
available to PCTIA, and
- reporting to government, shareholders, and the public
at large.
Standing Board Committees
The Board has three standing committees. They include
the Bylaw, Policy and Quality Assurance Committee, the Finance, Personel
and Student Training Completion Fund Committee, and the Nominating Committee.

Dee Dhaliwal, B.A.
Student Representative
Dee Dhaliwal is a Director of Sales and Marketing with North Shore News (CanWest Mediaworks) and Associate Publisher of "LOOK" Magazine. Earlier in her career, Ms. Dhaliwal was stationed in London, England working for a communications and publishing company. Active in the community, she served as Chair of the North Vancouver Chamber of Commerce, Chair of Business Excellence Awards, Director of Lions Gate Hospital Foundation, and Director of the BC Chamber of Commerce. Ms. Dhaliwal holds her Bachelor of Arts in Politics, Philosophy, and Economics from Stirling University in Scotland. Ms. Dhaliwal is currently persuing Sommelier and Wine Studies at the Art Institute.

Mike Hansen, B.Comm., C.A.
Interior Heavy Equipment Operator School Ltd.
Mike Hansen is a Chartered Accountant and is the current CFO of Interior Heavy Equipment Operator School Ltd. Mike is also the current President of the Kelowna CA Association as well as Treasurer of the Kelowna Jaycees. He also has a Bachelor of Commerce from the University of Northern British Columbia. Prior to his professional studies, Mike worked in both the Oil and Gas and Forestry industries.

Gordon Lee, B.A., MBA
Vice President, Finance and Administration, Kwantlen Polytechnic University
Gordon’s
experience in higher education includes faculty leadership as dean of
business, degree development, articulation and transfer and ten years
teaching in the areas of marketing and strategic planning. As well,
he has worked in the private sector in both small business and corporate
finance. Gordon earned a BA from the University of Toronto and an MBA
from the University of Western Ontario. He is currently a student in
the Doctor in Education Programme at the Institute of Education, University
of London.

Lois
McNestry
President/Owner of Discovery Community College
Lois
McNestry has been the operating share holder of Discovery Community
College for the past seven years and in 2006 became the sole owner.
Over the last seven years Discovery Community College has grown to offer
programs throughout many Vancouver Island communities. Lois has a 20
year background in Mental Health and in Business. She has been a BCCCA
(Bristish Columbia Career Colleges Association) Board Member since 2000,
sits as a chair for the Health Committee, and has also worked on many
committees and boards throughout her career.

Richard Novek, B.Sc.,
Dipl.Ed. (Vice-Chair, 2009 - 2010)
Director of Operations, Greystone College of Business & Technology, and Interntional Language Schools of Canada
As Director of Operations for
Greystone College and International Language Schools of Canada, Richard
looks after Infrastructure, Finance, Human Resources, Program Development
and Student Services for one of the largest private schools in BC. Richard
has been involved in the Education field for over 10 of his 35 years
of business experience and has opened several schools overseas; most
recently in India. Richard has served on boards for industry, recreational
and service organizations and is completing a 6 year term on the Executive
of the BC Career Colleges association. In his leisure time, Richard
is a Search & Rescue Coxswain with the Coast Guard Auxiliary, a
Ham radio operator and is a licensed Paramedic.

Kelly Rainsforth, B.Ed.,
M.Sc.
Director of Human Resources & Educational Administration, Vancouver
Film School
Kelly has been associated with
the education field for over 25 years. Beginning as a school teacher
and administrator in the public school system domain, he also has been
Principal at Columbia Academy and is currently Director of Human Resources
and Educational Administration at Vancouver Film School. Previously,
through his own management company (Rainsforth Management & Consulting)
he was a member and chair for PPSEC audits and has assisted several
schools with their accreditation submissions. He has a Bachelor of Education
from the University of Calgary and a Masters of Science in Educational
Policy and Management from the University of Oregon.

Bev Reid, MBA
MTI Community College
Bev Reid is the President and co-owner of MTI Community College. She has over 23 years of experience in education and training, where she spent 12 years with Delta School District before moving into the private sector. During here tenure in Delta School District Bev was a district trainer for teacher development and training. In 1991 Bev was one of the original founders of Sprott Shaw Community College, and grew it into a successful business before selling her interests in 2000. In 2003, Bev purchased MTI Community College and is currently the President and Director of Education of the college. Bev is a current member of the College of Teachers, holds a valid BC Teacher’s certificate and has a MBA from Queen’s University, in addition to her undergraduate degree from SFU.

Royden Trainor (Chair,
2009 - 2010)
General Counsel, Eminata Group
Royden has spent most of his professional
life engaged working in both the public and private sector in the area
of public policy and higher education first as a legislative and public
policy lawyer with the Department of Advanced Education, formerly a
member of the Maritime Provinces Higher Education Commission, senior
policy/legislative advisor for the reform and rebirth of the Nova Scotia
Community College and a legal advisor to a research ethics review panel
for a comprehensive resarch hospital. A former student leader with the
Canadian Federation of Students and other student advocacy based organizations,
Royden has long promoted access to high quality education as a an instrument
of social progress and justice. Royden has been involved in both the
public and private side of higher education and policy for close to
20 years and currently Corporate Counsel with the Eminata Group. Royden
is a member of the B.C. and The Nova Scotia Bar Societies, a Terry Fox
Humanitarian Scholar, and a reciptient of the Moses Cody Award for Advocacy
in Public Policy.

Kevin
Williams
Chief Educational Officer of Nimbus School of Recording Arts
Kevin is the Director of Education for Nimbus School of Recording Arts. Along with Bob Ezrin, Garth Richardson, Michael McCarty and Diane Lamb, Kevin is also a partner and director of Nimbus. Kevin combines the worlds of music and education. With over 30 years experience as producer, engineer, studio musician, studio owner, independent label owner and music publisher, Kevin also has 20 years educational experience at the post-secondary level as a Head Instructor, Dept Head and Supervisor of Curriculum Development.

Dr. Mark Zacharias
Assistant Deputy Minister, Post-Secondary Education Division, Ministry of Advanced Education and Labour Market Development
Dr. Zacharias is appointed to the Board by the Minister.
Previously, he was the Assistant Deputy Minister of the Integrated Land Management Branch, GeoBC, in the BC Ministry of Agriculture and Lands. In addition, he was as Associate Adjunct Professor and Graduate Faculty with the Department of Geography at the University of Victoria. Dr. Zacharias served as Director, Species at Risk Coordination Office and Marine Planning Branch with the BC Ministry of Agriculture and Lands. He holds his Bachelor of Science and his Masters of Science from the University of Victoria and his Doctor of Zoology from the University of Guelph.
